In a measuring cup, combine the warm water, sugar, and active dry yeast. Stir and let sit for 5-10 minutes until foamy and bubbly.
In the bowl of a stand mixer, add 3 cups of the flour, kosher salt, and garlic powder.
Pour the activated yeast mixture and 4 tablespoons of melted butter into the dry ingredients. Knead on low speed for a couple of minutes until it comes together.
Slowly add the remaining 1/2 cup of flour and continue kneading in the mixer for 6-8 minutes.
Transfer the dough to a lightly floured counter and knead by hand for 2-4 minutes until smooth and elastic, passing the windowpane test.
Form the dough into a ball, place it into a greased bowl, and cover. Let it rest for 1 hour until doubled in size.
Punch down the dough and cut it into 12 equal portions.
Roll each portion into an 8 to 9-inch rope and place them on a parchment-lined baking sheet.
Cover the baking sheet and let the breadsticks rest for another 45 minutes.
Bake in a preheated 425°F oven for 12-14 minutes.
Remove from the oven, immediately brush with the remaining melted butter, and sprinkle generously with garlic salt.
