Bring a pot of water to a boil. Add the chicken breasts and cook for exactly 10 minutes. Remove from the water and let them cool down completely.
Once cooled, shred the chicken by hand into thin strips to help it absorb the sauce better. Do not cut it with a knife.
Grate or julienne the cucumber and roughly chop the cilantro.
In a small bowl, combine the minced garlic, chopped fresh red chili, chili powder, and sesame seeds. Heat the cooking oil until very hot, then pour it over the aromatics to release their flavors.
Stir the soy sauce and vinegar into the chili oil mixture to finish the dressing.
Place the shredded chicken, julienned cucumber, and chopped cilantro into a large mixing bowl. Pour the dressing over the ingredients and toss well to combine.
