In a food processor, combine the chicken fillet, garlic, tapioca starch, cold egg white, sesame oil, soy sauce, oyster sauce, salt, sugar, white pepper, and seasoning powder. Blend until smooth.
Transfer the blended chicken mixture to a bowl and fold in the chopped smoked beef until evenly distributed.
Take a portion of the mixture, flatten it in your hand, place a small cube of quick melt cheese in the center, and wrap the meat mixture around it to form a sealed ball.
Roll each formed ball in bread crumbs until fully coated.
Deep fry the coated balls in hot cooking oil over low heat. Fry until they are golden brown and cooked all the way through, then remove and drain.
