Preheat the oven to 350°F (180°C).
Cut the lemon in half and remove the seeds and the white pith.
In a blender, combine the lemon, eggs, sugar, milk, oil, all-purpose flour, baking powder, and vanilla extract. Blend until the batter is completely smooth.
Pour the batter into a greased ring mold or bundt pan.
Toss the frozen mixed berries in a small amount of flour, then add them to the batter in the pan. Gently stir to distribute them evenly.
Bake for 45 to 50 minutes. Do not open the oven door during the first 30 minutes.
Let the cake cool in the pan, then unmold onto a serving plate.
Dust the cooled cake with powdered sugar, slice, and serve.
