First, prepare the syrup. Add 3 cups of sugar and 2 cups of water to a pot and mix well. Once it starts boiling, boil for 10 minutes, then add the lemon slice. Set aside to cool completely (the syrup must be cold).
To prepare the dough, put 2 cups of water, butter, 1 tsp of sugar, and salt into a pot and heat.
Add the flour to the pot and mix well until the dough reaches a thick consistency. Transfer the dough to another bowl and stir with a wooden spoon for 2-3 minutes to release the initial heat.
Once the dough has slightly cooled, crack the eggs into it one by one, mixing each egg completely into the dough before adding the next. Then, add the semolina and starch and mix.
Pour frying oil into a deep pan. The oil must be cold. Transfer the dough to a piping bag.
Pipe the dough into the cold oil, using scissors to cut it into small pieces. Fry the tulumbas until beautifully golden brown.
Once fried, immediately place the hot tulumbas into the cold syrup and mix. Let them sit in the syrup for 1-2 minutes before serving.
Cook it hands-free.
