Heat refried beans in a small pot over low heat. Thin with water and season with salt, pepper, garlic powder, onion powder, chili powder, and paprika to taste.
Brown the ground beef in a skillet. Drain the excess fat and add tomato paste, salt, pepper, garlic powder, onion powder, chili powder, and paprika. Add a splash of water and cook for another 2-3 minutes.
Warm the tortillas until soft and pliable.
Add a generous scoop of the beans, then the beef mixture down the center of each tortilla, then top with shredded cheddar.
Fold in the sides and roll tightly into a burrito. Repeat until you run out of filling.
Eat immediately, or wrap individually in paper and refrigerate or freeze. Reheat in the microwave or skillet until hot.
