Add the chia seeds, oats, water, salt, pepper, and garlic powder to a blender and blend until smooth.

Let the mixture sit for 15 minutes to thicken.

Add a little oil to a frying pan over medium heat.

Pour about 1/3 cup of the batter into the pan and spread evenly. Cook until the edges lift off the pan, about 3-4 minutes.

Flip the wrap and cook for another 1-2 minutes on the other side.
