Start off by cutting your chuck beef into roughly 1-inch cubes.
Add the beef to a bowl and season with flour, salt, pepper, garlic powder, and onion powder. Mix until each piece is coated.
Add enough oil to cover the bottom of a hot Dutch oven. Get a nice sear on each piece of beef, then remove from the pot.
Next, add the diced onion, garlic, and celery to the Dutch oven and sauté.
Stir in the tomato paste and beef base, then deglaze the pot with red wine and beef broth.
Add the seared beef chuck back in, along with Worcestershire sauce and bay leaves.
Cover and let it cook in the oven for about an hour and a half.
Add the potatoes and carrots, and then cook again until it's all tender.
