Place the flour in a bowl and gradually add water while mixing until a dough forms. Knead lightly, then cover and let it rest for 15-20 minutes.

In a separate container, prepare the filling by mixing the ground chicken, grated carrot, grated garlic, chopped green onion, ground ginger, black pepper, and salt.

Divide the rested dough into small balls. Flatten and roll them out thinly with a rolling pin. Use a ramekin or cookie cutter to cut them into perfect circles if desired.

Place a spoonful of the chicken filling into the center of each dough circle. Fold the dough over, seal the edges tightly, and pleat them to give the gyozas their traditional shape.

Heat a little oil in a pan over medium heat and place the gyozas in. Cook until the bottoms turn golden brown.

Carefully add a splash of hot water to the pan, cover immediately with a lid, and steam until all the water has evaporated.

Serve the hot gyozas drizzled with soy sauce, and garnished with sesame seeds and extra chopped green onions.
