Prepare the crumb topping by combining 1/2 cup of flour, the brown sugar, 1/4 cup of white sugar, and the cold cubed butter in a bowl. Mix until the texture is crumbly, then stir in 1/4 cup of the chocolate chips and set aside.
In a large mixing bowl, whisk together the remaining 1/2 cup of white sugar, buttermilk (or yogurt), vegetable oil, and eggs until smooth and well combined.
Fold in the remaining 1.5 cups of flour, baking powder, and the rest of the chocolate chips into the wet mixture, stirring until just combined. Do not overmix.
Pour the batter into a loaf pan lined with parchment paper and spread it out evenly.
Sprinkle the prepared crumb topping evenly over the top of the batter.
Bake in a preheated oven at 350°F (175°C) until a toothpick inserted into the center of the loaf comes out clean.
Allow the loaf to cool. In a small bowl, mix the powdered sugar and milk to create a glaze, and drizzle it evenly over the cooled loaf before serving.
